Abstract
In the province of Manabí, characterized by a predominantly rural territorial structure, the problem is exacerbated by budgetary constraints and limited technical capacities in the parish-level local governments (GADs). Therefore, this study aims to analyze the influence of participatory leadership on the legitimacy and effectiveness of public decisions in the Rural Parish-Level Decentralized Autonomous Government of Diez de Agosto during the year 2025. A quantitative approach with a correlational scope and a non-experimental, cross-sectional design was chosen for the research. The study sample consisted of 15 individuals from the institution who participate in decision-making processes. The results showed high values ??in all dimensions, indicating that the participants have a positive perception of the authorities' actions. Furthermore, the exploratory factor analysis showed that the items group well into dimensions that align with the theoretical construct, confirming the validity of the instrument used. Regarding how participatory leadership affects the legitimacy and effectiveness of public decisions, a positive and significant relationship was found, suggesting that the two are closely linked. It was concluded that there is a strong and significant relationship between participatory leadership and the legitimacy of public decisions, demonstrating that improving participatory practices directly impacts the quality of institutional management. Therefore, this finding demonstrates the benefits of active involvement and participation.
